An Example Of An Initial Case Report &
The First
Decision To Be Made

You are the on-call Metropolitan Police Murder Squad DCI covering London an area the size of 620 square miles serving more than eight million people across one of the world's most dynamic and diverse cities. Your team have been on duty for the week and it is finally the weekend when you are expecting a murder to happen somewhere in the City.

It is 0200 hours on Sunday and you are asleep at home in Hertfordshire. The night duty Homicide Assessment Team (HAT), consists of one of your Detective Sergeants; Richard Ornsby and two Detective Constables; Helen Tremble and Mark Evans. They will deal with the initial response to any suspicious death during the night. Your mobile phone rings next to your bed and you wake up and answer it. It is DS Ornsby and there has been a murder.....

DS Ornsby supplies you with the following information during the phone call.

  • The murder occurred at 0100 hours at the Horse and Hound Public House, High Street, Sandown E12

  • The victim was a male youth believed to be Marcus TRENT date of birth (dob) 02.05.1999

  • The victim appears to have died from a stab wound to the chest area

  • There is no weapon at the scene and the suspect has fled the location

  • The suspect is unknown at this time but CCTV has captured the murder but with poor imagery

  • The victim's next of kin are his parents and they have been informed of his death by uniformed officers visiting their home address close to the Public House

  • The scene has been secured with the Public House now empty and the details of all those present being recorded as we speak. Of note a number of people had left the Public House prior to police arrival

  • Statements are being taken from anyone who state they witnessed the attack or have information which may assist the enquiry

  • An external scene has also been established which includes the Public House car park

  • Intelligence (Intel) checks are being conducted on the victim in an attempt to identify the person who attacked him

  • Officers are currently viewing Local Authority CCTV in an attempt to identify the direction the suspect fled

  • A "flash search", search outside the police cordon, is being conducted by local uniformed officers in an attempt to locate the murder weapon or any other evidence of note. A dog unit is assisting with this task

  • The on duty Crime Scene Manager (CSM) is Trevor BEST and he is reviewing the scene as the moment

Your First Decision

After the conversation with DS Ornsby you inform him you will review the information he has given you and return his call with your decision about the way forward in the next few hours.

You now have to decide which of the following courses of action to take:

01

To Call In Your Full Team Immediately

Your full team consists of two Detective Inspectors (DI), four Detective Sergeants (DS) and twenty Detective Constables (DC).

02

To have the full team attend the office at 0800 hours ready to be briefed.

The on duty DS or the DI's could be contacted to ensure that the full team is made aware of the need for everyone to attend the office at 0800 hours.

03

To immediately attend the scene yourself and take charge of the enquiry.

One of the DI's has been informed they will be the Investigating Officer (IO) for the next murder investigation and they could attend the scene with you to take control.

04

To send a Detective Inspector to take charge of the scene and enquiry.

One of the DI's, not the one who is going on a course, has been informed they will be the Investigating Officer (IO) for the next murder enquiry. They could be awoken and informed to attend the scene immediately.
